HUD Consolidated Plan

Community Development Block Grant (CDBG) Program

This program is one of the longest-running programs of the U.S. Department of Housing and Urban Development and was signed into law in 1974. CDBG grants must develop a 5-year consolidated plan with annual action plans that outline proposed activities and identify which national objective and eligibility requirements have been met.

National Objectives

  • Benefit low- and moderate-income persons
  • Prevent or eliminate slum or blight
  • Meet urgent community development needs

CDBG Eligible Activities

  • Housing and other property activities including:
    • Emergency repair program
    • Homeowner rehab projects
  • Public facilities and public services
  • Economic development activities
  • Funding to nonprofit organizations
  • Planning and administration
  • Other activities
